Conduct Initial Consultations: The next step followed is to understand stakeholder needs, expectations and concerns through consultation.
Form Advisory Committees: The fourth step is establishment of committees or working groups with representatives from each key stakeholder group to provide ongoing input and oversight.
Develop Preliminary Draft Plan: The preliminary draft plan is developed to set strategic goals and objectives.
